Provincial and Local Roads Improvement Program (PLRIP)

The Constitution of Nepal emphasizes cooperation, coordination and co-existence among all levels of government. Effectiveness in service delivery and strengthening the interdependence of provincial and local level must be improved by appropriate intervention to reduce capacity gaps.  Realizing it, the government has allocated fund for Provincial and Local Road  Improvement Program (PLRCIP) SINCE the Fiscal Year 2076-2077 (FY 2020/21). The main objective of this program is to establish paved roads including crossings, to connect all local level centers with provincial capital and central road network. Accordingly, the cabinet has approved on 2077/09/10 (January 23, 2021) “Province and Local Roads Improvement Program, Operating Procedure, 2077” by assigning the responsibility of executing responsibility to Ministry of Federal Affairs and General Administration (MoFAGA) and Department of Local Infrastructure (DoLI) as implementing agency. Local Infrastructure Development Project Offices (LIDPO) have been already established in 7 province headquarters. This office, within the umbrella of DoLI, shall implement PLRCIP and support province and local level for enhancing their capacity to administer similar program/projects.

Goals and Objectives

The goal of the program is to establish paved road to unconnected local level administrative centers with the nearest national and/or provincial road network in addition to providing safe, reliable and accessible transportation access to the general public.

The objectives of the program are:

  1. Construction of one selected alignment to paved standard of all 283 LG centers that are yet to be connected. Construction shall include natural crossings for due interconnection of Local-level administrative centers with national and provincial road networks year around,
  2. Converting of all Fair-weather (no engineered) roads into all-weather (engineered) roads in a phased manner.
  3. Internalize improvement of roads with inclusion of maintenance as the integral part.
  4. Reduce technical and managerial capacity gaps of local levels.
